In 2016, Article 51 of the outcome of the Eighth China-UK Economic and Financial Dialogue clearly stated that it is necessary to promote and deepen the cooperation between old industrial bases in northeast China and Britain. In order to implement this strategic plan, Dalian government and Department for International Trade (DIT) signed a cooperation MOU on October 23, 2017. It was decided to build a demonstration area for Sino-UK (Dalian) Innovative Park in Dalian Huayuankou Economic Zone.

In 2017, Article 56 of the outcome of the Ninth China-UK Economic and Financial Dialogue once again stressed that China and Britain will continue to promote the transformation of northeast China’s industrial cities through the development of Sino-UK (Dalian) Innovative Park Development and other projects. The Sino-UK (Dalian) Innovative Park is a concrete manifestation of that.

In terms of operation mode, the park gives full play to the main role of enterprises, implements market-oriented operation mode, and promotes the construction of the park through the mode of “Administrative Committee+Company”. Among them, the Administrative Committee is responsible for planning approval, policy support and administrative services, while Sino-UK (Dalian) Innovative Park Development and Construction Co., Ltd is responsible for investment and financing cooperation, development and construction, etc.

With the concept of “international, green, innovative and efficient”, we will build the Sino-UK (Dalian) Innovative Park with exemplary functions in advanced manufacturing cluster, smart park construction, green financial reform, intellectual property protection, etc.

In order to ensure the internationalized vision and high-level preparation of the park planning, the Sino-UK (Dalian) Innovative Park entrusted DTZ, an international real estate consultant, and China Construction Design Group to prepare the development plan for the park, and invited experts from China and Britain to hold a seminar on planning and construction, especially green infrastructure construction.
